#160 setting TTPATH in u/o is ineffective

cvs trunk version (and probably stable version as well)

Setting the TTPATH option in the u/o (user options)
screen appears to work (the results show up in the u/c
-- codeset summary -- screen), but doesn't actually
work -- the program doesn't pay attention to that. The
program only respects TTPATH settings from the config file.

This needs to be fixed, because it appears to work to
set it in u/o, but it doesn't really.

I prefer to make it really work from there, but that
requires the code to recheck TTPATH everytime a
database is loaded, so that requires some coding work.
