#117 Alt-0xxx codes not handled correctly

Under MS-Windows, entering non-ASCII letters using
Alt-0xxx codes does not work correctly in lifelines.

Some comments on this are in bug#724742.

The problem is that these need to be interpreted in the
Windows codeset, not the console codeset, and I'm not
sure how to handle this.

The obvious workaround is to use native input (keyboard
drivers) or Alt-xxx codes (ie, ones without the leading
0 *are* correctly interpreted in the console codeset).
