[libxml++] Error Checking in parsers

I think we need to implement something a bit more clean and solid for check=
ing=20
errors after a parsing.

We already have a common function check_for_exception() which check for=20
validity errors only.
I propose to make it check it _context->errNo, so any error libxml could=20
report we catch it.
Since the errNo an int, I propose to modify parse_error class to take a lib=
xml=20
error number as a parameter in the constructor.
