[Libwpg-devel] MSVC project files

This two files, when put in either build/win32 or projects/msvc
directory create a static libwpg-1.lib with MSVC. Tested with MSVC 6.0 SP5.

It is nice to see an opensource project that starts with a working
windows port :-)
