Being unpredictable is its main feature. This is opposite to "planned economy". The planned economy will always have the gray market, the symptom of its inefficiency, as the dominating market ideology teaches us. Single authority cannot efficiently distribute the goods. You must liberate the economy, permit illegal operations, to make it "not gray".
