I am fairly convinced. (There are other USB devices that run on the unit, with their own non-libusb drivers.)

When I do an lsmod, I see usbcore in the list. Currently I am assuming that because usbcore sits on top of the host controller, and that usbcore is present that a USB host controller is present. Is that a good assumption? Is there a more direct way to tell is there is a usb host controller present?

I am running 2.4 on the ARM and 2.6 on the dev environment. (The USBLIB sources are no-doubt different for each kernel version, correct?) I DID try to build libusb for both targets (2.4 and 2.6) from the same source. DOH! That was obviously a mistake.
