#11 xdr_float build failure on some systems

the src/xdr_float.c ifdef mess misses __hppa__ and __bfin__ and __avr32__ and ...

rather than maintaining this mess, why not turn it into a configure check ? or change the logic to:
#if defined(__vax__)
...
#else
#include <bits/endian.h>
#define IEEEFP
#endif

Reworked the #ifdefs in xdr_float.c to work on
newer architectures
