#43 Add workaround with <arpa/inet.h> <netinet/in.h>

Somewhere (in safe buffer implementation for example) htonl used, according to manual
some system will required to include <netinet in.h=""> instead of <arpa inet.h="">
Well to do this task:</arpa></netinet>

• add to configure macros for determine the right case
• add ifdefs where it used in the code
