This won't get you anywhere without completing the configure run
first.

Under Cygwin, there should be nothing "missing in the process", it
just appears that libsigcx doesn't compile out of the box under
Cygwin.

Not yet (apart from the usual Un*x ./configure && make && make install
cycle). libsigcx has not yet been ported to MSVC, AFAIK. I don't
have access to a Windows (or Cygwin for that matter) development
environment, but maybe I could figure things out from the error
messages (from the configure run under Cygwin).

PS: General advice: *always* include error messages in problem reports.
