#593 sv snap vertical stuck on

I turned snap vertical on, and it will not go off. I even went nuclear and uninstalled/installed the program. I've opened different and new drawings, shut down, turned snap off, swore at it. I cannot draw a line that is not vertical. Please help. I am dead in the water. Thank you.
