[Libpgf-devel] Licensing of PGF specification

Hi,

Perhaps I'm about to ask weird question but I could not find
any clear clarification.

What is the copyright and licensing of the PGF format itself?
Is this considered as an open format with publicly available specification?
Does PGF specificatoin provide users with the liberty to develop,
modify and distribute their own implemenations?

It is clear to me that source code of the libpgf is LGPL licensed.
What about the specification itself?
How does it compare to ECW and MrSID on this ground?
