[libopenstm32-devel] Preliminary support for LuminaryMicro LM3S

I've added the register definitions for System Control and GPIO
and the miniblink example for the LM3S3748-EVB from
Texas Instruments/LuminaryMicro.

Available from my github repo:

Also note that the lpc13xx example is broken.  Because
there is no interrupt vector table, the output binary is empty (0 bytes).
