[mpeg2-dev] libmpeg2 fails to compile on MacBook M1 (AArch64)

It doesn't look like libmpeg2 is being maintained but it's still used
in a few projects including ScummVM.

I'm trying to compile this on the new Apple MacBook M1 (AArch64) and
it looks like the assembly in motion_comp_arm_s.S needs to be updated?

I'm not familiar with assembly at all but I'm hoping somebody might be
willing to look at this and see if it can be fixed?
