[mpeg2-dev] mpeg2dec-streams tarball missing

The tarball cited in the tests/README file doesn't seem to exist:

  * get the official suite of mpeg2 torture tests at
  http://libmpeg2.sourceforge.net/files/mpeg2dec-streams.tar.gz

Apologies if this is not the expected manner that bugs\problems should
be reported, or if this has previously been reported. I had a quick scan
around and this seemed the most appropriate channel.
