I saw the email but did not see the patch... would you send it again, please? I am interested in what they suggest. I have been reworking the configure system to better support some of the more complicated packages like PETSc and MPI, so I hope that this issue will be resolved soon. I have been away from email lately, so I haven't been able to give this much opinion. Until I see the patch I can't comment on whether the Debian maintainer is "right" or "wrong." It is curious, though, that Debian is the only architecture where this is an issue. PETSc configuration is a difficult issue since they can depend on *so* many additional packages.
