New minor version 0.1.3 fixes two bugs

Paul Harris has submitted two patches to fix bugs[0][1] in the code, so
I am making a new minor release.

You can get the new files from

Alternatively, add

deb-src http://people.debian.org/~madduck/packages/stage/libkdtree++ ./

to /etc/apt/sources.list if you are using Debian to always get the
latest files. The packages are signed. More information is here[2].
