You are complaining about an antique file released in 2008? I see a
jpegsrc.v6b.tar.gz file at
https://sourceforge.net/projects/libjpeg/files/libjpeg/6b/ and maybe
it has Unix line endings.

These files are no longer maintained given that IJG JPEG moved on to
different maintainership and the emergence of the competing Turbo
JPEG project.
