In oscar protocol, messages can be in Latin1, ascii and utf-16be encoding.

The problem in offline messages in clients uses libicq2000 - Pidgin (Gaim), centericq, etc.

If I send cyrrilic message through PyICQ-0.8 gate to offline ICQ user, his get only garbage when connect to online.
