#1 Support for message encoding TLV

On this page there is documentation on TLVs that
specify message encoding (character set) in ICQ:

Adding support for them would enable applications based
on libicq2000 to handle messages with non-ASCII text,
with encoding specified per-message.

    This feature is very essential for an ICQ gateway that I would like to
