"How much" does it not work on 2.9x?  I've been fiddling with
building stuff for my Zaurus, and the ARM cross-compiler is GCC
2.95.2.  (Qt-Embedded is based on Qt-2.3, too.  I don't actually have
anything working on it yet.)
