After #ifdefing out some signal handling code i was able to build elib us=
ing=20
toc under cygwin. :)

This means, and this hadn't occured to me until a minute ago, that if we =
can=20
eliminate the Qt code from libfun we can get it running under cygwin. :)

As far as toc was concerned, i only had to add a running_under_cygwin tes=
t.
