[Libexif-devel] Time for a libexif release

It's been a year since the last libexif release, so it's a good time
to do another.  There haven't been a lot of big changes to the library, but
the exif front-end has had a number of improvements. I'll plan to make
a release on December 15 if no-one has any objections.
