Libera 1.10 Released!

Libera CMS has been updated!
Only 4 days after it's initial debut on SourceForge it has received a brand new installation system. Installing Libera is even easier now!

Changes in Libera 1.10:

-Added new installation method.
-Edited the README.
-Edited the 'Powered By:' link. It now links to SourceForge.
-Added ob_start(); to the beginning of /admin.php to prevent a bug that would show up due to the new install method.
