Is http://www.ecma-international.org/publications/files/ECMA-ST/Ecma-234-v3.pdf  implements WMF and EMF on linux?

If not, can you direct me to an WMF/EMF library that I can use on linux lateform?

What should I use on a linux plateform to convert EMF/EMF images to SVG ?
