  libdv is really getting old and hard to maintain on all the architectures
  people want to run it on. Dan is doing a superb job of making sure that
  it doesn't bitrot but I don't think he's interested in developing it.

  I advice you to try DV codec in FFmpeg project (which I currently maintain).
  It is doing pretty well nowadays and we even hope to implement DVCPRO50
  and DVCPRO HD soon. It also runs on a really vast set of platforms.
