[libdv-dev] Assembler for vlc

Hi all, I just joined this project.

I'd like to take a crack at the asm versions of __dv_decode_vlc and
dv_decode_vlc, so I'll be making a few changes in vlc.h and vlc.c, as
well as adding a new file for the asm implementation itself.
