[libdbi-devel] yet another delay (related to cygwin)

Hi,

today I had a chance to run a quick test on a Windoze box. Needless to
say that my recent change in the datetime stuff (localtime vs UTC)
broke libdbi on Cygwin. I'll have to add an implementation of gmtime()
(which Cygwin's newlib lacks) and fiddle with the configure script
accordingly. I hope I'll get this done tonight.
