I'm not sure, but I can't get it to work!

Cannot you have the archive extracted into a single folder that gets 
placed in the CGI directory?  I find this a little confusing myself.

OK.

"installer/index.cgi" isn't a valid url. If I try this, though, it 
doesn't work:

http://localhost/installer/index.cgi
