#32 loading a config with changed control values fails

Hi,
loading a config with changed control values fails to change the control values of mounted controllers. Instead it unmounts the controllers from the filesystem.
Hence it is a bug.

(simple steps:
[root@e325b my-configs]# cgconfigparser -l wlm.conf.2
[root@e325b my-configs]# cgconfigparser -l changed-values.conf
results in fo fs mounted
)
