Primary client command set working

Libbt now has working versions of btget, btlist, and btcheck.

Btget uses a unique choking algorithm that, unlike the python client, minimizes the time spent sending data to slower peers from 25% to at most 30s per unreciprocating peer. The result is better peers and better download times. Other improvements are also in the works, so stay tuned.

Btlist duplicates the output of the standard client.

Btcheck verifies a file or fileset from an existing torrent without contacting the tracker. The Libbt segmented file reader shortcuts file verification by only extending the file to the size needed for each block as it is downloaded, which allows the verifier to skip over blocks that are beyond the end of the file for better verification speed. More optimizations to the verifier are also in progress.
