[Libbt-devel] Fix for the cvs version

I recently checked out from cvs and found some errors so i'm sending a fix. 
The errors corrected are:
1) wrong default id, should be 20 chars instead of 22.
2) wrong assertions at default_config function, should not add 1 to the length 
of each string.
3) memory should be allocated for the default values at the beginning.
4) fixed an assertion that that stops the program if memory was allocated. It 
should stop it if it wasn't allocated.
I've tried btlist and it works fine. I'm checking btget right now.
