#8 Readme missing

Getting information about the project is extremly hard, a readme file in the top directory could make this easier.

Information missing:
real homepage, is it https://launchpad.net/lib2geom?
maintainers
licence used
way to contact the maintainers, mailing list, irc channel
used bugtracker
