The default AI doesn't use paratroopers that are loaded on planes at the start of the scenario.

To reproduce: Install a scenario with paratroopers (e.g. the Arnhem scenario from here: http://lgames.sourceforge.net/LGeneral/scenarios/scenpack.zip, set the Allies side to default AI and start the game.
