When building out-of-tree, the regress.gen.[hc] are output to the $(srcdir), not the $(builddir), as they should be.

It's not at the top of my list, but I'm having to pull in a clone to work on a few other things, so with any luck, I might have something. I'll ping this bug if I do.

I think we fixed this , or at least made it better, in the current master branch. Can you check how it goes for you?
