#1 Editing of fora names

When people enter a new fora in the the discussion
software, and make a spelling mistake, they cant edit
it. This probably needs to be an admin fucntion, btw
this is on the coursework instnace of lets talk and so
may not be an issue for the rest of the system.

Dont do anything at the moment this is only a feature
request.
