No! Every user who knows the url can change the contents. I took a simple wiki
script. No user right management there. But i don't think that it is a problem.
Most Wikis run like that.

I think if it are only ideas they should be discussed here before writing them
to the open Tasks. But as you can see there is a Wiki page GeneralIdeas. On
this page we can put general ideas (maybe brought to you by Users).
