#88 Use of Tar broken under MS Windows?

According to some users, Tar does not work under
Windows. Can anyone with access to a Windows
installation have a look?

Would including PEAR.php and Archive/Tar.php in the LCM
distribution be of any help? (most Windows installation
have Tar, so I am not really convinced that this would
be useful).
