On the follow up page for any case a user with "Normal" access rights can not add anything to the follow up info, the only thing that they can change is the time spent on the follow up the rest of the fields you can't even click on.

Also is there anyway to make it so that ALL users can change the status/stage of any case and still NOT have access to the site config or to change other users info?
