#4 Universal spec file for rpm

If included in ledger-x.y.tar.gz (can be inside
directory there), this provides unversial rpm building,
e.g. rpmbuild --with debug --with xml --with ofx --with
python -tb ledger-x.y.tar.gz will generate binary rpm.
No src.rpm needed!

conditional builds: optionally include debug, xml, ofx,
python support, see above.

No spec file update needed on version number change!
Extracts version x.y from ledger-x.y.tar.gz automatically.
