#268 Ability to add users who aren't employees

We should be able to add users without them being employees. It's not clear to someone starting from scratch, never having used ledgersmb before, if they can add users without them being employees or not. If it's not possible, it should be possible.

    Right now in 1.3 and 1.4, all users show up in the employees table. The database schema (and object model in 1.4) supports users which are not employees but we haven't added workflows for that. The best approach at present would be to work with us when someone has a use case for this to get it working properly. Otherwise I don't know that we will have the right use cases down for anyone.

    In 1.3, though I don't see this being fixed and committed in the primary distribution primarily because the code was rewritten to accommodate this sort of flexibility in 1.4. We could certainly release an add-on though.
