First publication of VICP client code

Since it's introduction in 1998, LeCroy's VICP protocol has been used to control networked LeCroy Digital Oscilloscopes.
Most of the client software available for VICP has been based upon the Windows O/S, with very little available for the various flavors of Unix/Linux.

The release of this library has three main goals:
1. To supply an easy to use, platform-independent, C++ library to be used by developers of test and measurement applications.
2. To make the VICP client implementation available to operating systems other than the Windows family.
