Will LDAP Admin work with self-signed certificates? I imported a self-signed certificate into my Windows 7's 'Trusted Root Certification Authorities' store, but LDAP Admin still displays 'Issuer certificate not found'.

Yes, as long as CA is declared as trusted. Yiu have to import the CA certificate in the Trusted Authorities store.
