#57 Perf plugin broken in Server 2K3 (x86 and x64)

perf.dll is displaying "Bad counter" for Server 2003
SP1.

Repro:

Create display line with the following:

$dll(perf,1,1x5#r#2#5#0#100#'\Processor(0)\% Processor
Time',)

Display line will read "Bad Counter" with no perf
result.
