#32 Refresh rate of spectrum analyzer

The SA has no fixed refresh rates, depending on CPU
speed, LCD type, timing configuration and LCD interface
speed the update is between slow and way too fast.
There should be a max refresh rate setting, like a max.
refresh of 30 times / sec.
