IMHO, the best version is the CVS one. But Next Generation is a complete
rewrite of almost all the code, so there may be bugs. In the other hand,
0.9.x releases are more stable, even if they aren't maintained.
Moreover, NG needs documentation, I'm working on it.

So it depends of who his distro is aiming and the previsional release
date. If you want to release it in a month, I think doc would be good
enough and NG mature enough.
