[lbpp-devel] Fixed version of GLBCC available (along with patch)

A new Windows version of GLBCC is now available that should fix the
install problems of the former version.  There is also a patch if you
have previously downloaded GLBCC and do not wish to have to download
another 5MB file ;-)

I want to make sure this version actually works before I make
announcements, so I would appriecate if people downloaded the
patch/release and tested it and posted some feedback.
