Proprietary code can't be uploaded to the CCR for distribution, but if
you obtained the source from a public site like Torry's or DSP,
there's a good possibility that it's freeware.

Is there any other documentation like a readme or file headers that
discuss copyright or a license that the code is released under? If
there isn't, Google returns a lot of hits for "Harry Kakoulidis",
including some that are Delphi related. If the hotmail address has
gone stale, perhaps there's another one out there where you could
reach him.
