#53 Display 16x16 Icon size

I wanted to make a few Launchy Skins, but I'm kind of a
minimalist guy, and I wanted that Launchy would display
the application icon on a 16x16 size - currently it
displays only the 32x32 size.

It seems the skin.ini format already has provisions for
this ("IconRect" option). It's just that Launchy
doesn't display the icon on the size you specify (for
example: IconRect=N,N,16,16), rather, it sort of
"clips" the area the icon is displayed - it's hard to
explain the effect, but anyway, it just doesn't work
how you'd expect.
