#328 Necessary Change for Already Running Applications

If an application is already open and running in the background, Launchy should show it (bring it to foreground) instead of opening a new window. Eg if one has Google Chrome open and is working on pdf reader and then asks Launchy to open Google Chrome - it should bring the already open window instead of creating a new window with a new tab.

This issue was already posted in the support request (https://sourceforge.net/p/launchy/support-requests/103/) by another user - trying to bring it to attention as it's an important topic.
