I reported this bug on GitHub to processing/processing at https://github.com/processing/processing/issues/2292, but I was told to come here instead:

On Windows 7, one can set a shortcut to open a program maximized. Doing this causes the splash screen to stretch and pixelize to fill the whole screen, while the PDE is as tiny as ever.

Thanks for the report - this is a feature request actually. Running the jar directly also would not maximize the window.
